The "Hukou"System was initially implemented in Chinese cities around 1951 and spread to rural areas of China in 1956. The official purpose of the Hukou system was to maintain social peace and order in society, it was a Household registration system that looked over who people were and where they lived. The Hukou system was quite flexible at first and it allowed people all over china to access transportation and own private property. After the great leap ended around 1960, rural population started migrating to the city, in order to profit from the new jobs that arose when industrialization was at full swing in china. This caused issues that included: Housing, unemployment, and public safety. The Hukou system was therefor strictly applied in 1960 and it from then on became more than a household registration system. It was now a way to control migration, population, and provide personal information to the government.

In conclusion the Hukou system led to a massive increase in industrialization yet it clearly increased the inequality between the rural population from the urban population in the PRC. It did this by giving more inequalities to the rural population of China and giving more advantages to the urban population. The hukou system urbanized china by providing a balance between agricultural working fields and urban, modern job, as well as binding people together with their communities. It controlled blind flow. The hukou system was a balance system that keeps order in PRC.
